The Japan Statistical Association (JSA) is an affiliate organization to the Statistics Bureau of Japan (SBJ) being established in 1878, eleven years after MEIJI Restoration and seven years after the establishment of the present SBJ. More precisely, JSA was formed by merging two organizations: "Statistics Company" (established in 1876) and "Tokyo Statistical Association" (established in 1878) in 1944. The merger was triggered by the paper shortage at that time towards the end of the War.
Just to show the magnitude of their activities in the pre-war time, Statistics Company issued 695 times a monthly statistical journal called "Statistical Magazine" to cover statistical research and enlightenment, while Tokyo Statistical Association also published 754 times the one called "Statistical Collection" to disseminate statistical data and to function as a bulletin of SBJ. After the War, JSA resumed to compile a monthly journal called "Statistics" mainly to deal with methodological and analytical issues. It celebrated its 50th volumes (600th books) last December, but is still behind the two pre-war time predecessors.
JSA's activities are (1) statistical data dissemination; (2) enlightenment on statistical knowledge and techniques; (3) research on statistical theories and techniques; (4) international statistical co-operation; and (5) support for statistical censuses and surveys.
JSA is a foundation but does not depend much on the base fund or property. Its main financial scheme is to make a reasonable profit on statistical data dissemination and to spend it for the other activities. SBJ's monetary subsidies are not much and on an ad-hoc basis. The staff consist of former officials of SBJ and a few clerks recruited directly by JSA.
(1) Statistical publications
JSA is entitled to disseminate to ordinary users statistical publications produced by SBJ and make a reasonable profit. SBJ conducts censuses and surveys and publishes statistical reports. It also compiles statistical compendia such as Japan Statistical Yearbook, Social Indicators, and Index to Statistical Data. It disseminates these publications free of charge to the central, local and foreign governmental agencies, major libraries, universities and colleges, institutes etc., but cannot afford to do so unlimitedly. So, ordinary users should bear the cost for the publications they need.
(2)Data in media other than publications
Quite a lot of statistics are not published in books because of data amount and nature: they are small area statistics, heavily crossed tables for municipalities etc. Such data are provided in computer print form, microfilm, and electronic media. To make their copies on paper, floppy, CD-R etc. for users upon request and to sell published CD-ROMs is also JSA's task. Photocopies of part of publications are also provided by JSA.
(3)Consulting services
Users in and outside Japan from time to time want to know about data, data sources and methodologies especially before they purchase data. We try to be kind and able enough to provide useful answers to ordinary questions, but are not ready provide higher level, or time and labour consuming, and hence chargeable services.
(4)Data provision via databases will be explained later.
JSA tries to make statistics utilized more, understood better and felt more attractive. It also contributes to smoother implementation of statistical data collection operations. Activities for these purposes include:
(1)Compilation and publication of own publications
- Monthly journal "Statistics" presenting articles, research papers, technical notes etc.
- Yearly "Japan from Statistical Views" describing various demographic, social and economic fields of Japan in an easily understood way using figures, tables and charts.
- "Handy Statistical Encyclopedia"
- "Historical Statistics of Japan 1868-2000"
- "New Historical Statistics of Japan 1868-2001" (under compilation)
(2)Translation (and publication) of useful foreign books
- ILO Manual on CPI; United Nations World's Women 2005
- ILO Informal Sector; United States Boskin Report
(3)Organizing or co-sponsoring statistical symposiums and lecture meetings
- Statistical Seminars three times a year (on private consumption, labour, housing, population etc)

(4)Statistical Activity Encouraging Award
Established in 1999, the first award was given to Hyogo Prefecture Statistics Division who estimated monthly population after the Giant Earthquake for the earthquake stricken areas using the number of piped water contracts. The second to the Institute of Household Economy for its household panel survey project, and the third to the Social Information and Research Center of Japan, Institute of Social Science, University of Tokyo for initiating the Social Science Japan Data Archive.
(5)Donation for various statistical activities upon request
JSA helps statisticians, demographers, economists etc. organize working groups on statistical theories and techniques by providing facilities, secretarial services and remuneration. Working groups held at present are: (1) Statistical data accuracy; (2) Statistical data dissemination techniques; (3) Statistical international co-operation; and (4) JSA's history. Some of them are valuable in general, and others are useful for JSA's activites.
International co-operation has been done directly by SBJ. JSA's contribution has not been much so far. We pay marginal expenses for Japan-China, Japan-Korea mutual statistical co-operation programmes, international meetings hosted by SBJ etc.
JSA co-operates with SBJ for smoother implementation of censuses and surveys in two ways:
(1)Safety and compensation measures for enumerators' work
JSA publishes a manual every year and makes videos occasionally to show enumerators how to behave not only to get good co-operation with respondents but also to avoid accidents and crimes and to protect themselves during their duties.
They themselves are covered by the government's compensation scheme when they get injured etc., but not are their accompanying persons who are essential for safe enumeration in some cases. As it has turned out difficult under the present legal system to cover the accompanying persons by the government's compensation scheme, JSA began another scheme in 1993 by contracting accident insurance with an insurance company.
Moreover, casualty insurance for enumerators' acts is purchased by JSA.
(2)Public relations
SBJ obtains a considerable amount of budget for public relations for censuses and surveys. JSA's marginal contribution in this field is shown below as examples.
- "Mr. Wall TV", a large poster to be distributed to all elementary schools in Japan to tell teachers and pupils about the Population Census;
- Census goods such as PC mouse pads, cellular phone straps, paper fans, T-shirts, key holders etc.
- Planning PR videos and designing PR posters
